CSTE HIV-STI-OOJ Contact Board
Facilitating information sharing across HIV and STI prevention programs at state, Tribal, local, and territorial (STLT) health departments.

Overview
The Council of State and Territorial Epidemiologists’ (CSTE) HIV-STI-out of jurisdiction (OOJ) Contact Board was developed as a resource for state, Tribal, local, and territorial (STLT) jurisdictions to facilitate data sharing for HIV and STI surveillance. The content of the CSTE HIV-STI-OOJ Contact Board is maintained by STLT jurisdictions. Please be sure to regularly update any incomplete or inaccurate information.
The CSTE HIV-STI-OOJ Contact Board integrates, and on August 1, 2025, will officially replace the following systems: the CSTE HIV Contact Board, CSTE STI Surveillance Contact Board, and the CDC Interstate Communication Control Records (ICCR). To maintain programmatic continuity for interstate communications among HIV and STI prevention programs, your jurisdiction must take action by July 31, 2025.

Contact Board
How To Access
Access to the CSTE HIV-STI-OOJ Contact Board is invitation-based and granted by a jurisdiction’s current contact board users. Current users can log in using username and password (or request password reset if user forgot password). To access the contact board, navigate to the top menu, click on “Contact Board”.
How To Update
Keeping your jurisdiction’s contact board up to date is quick and easy. After logging into the CSTE HIV-STI-OOJ Contact Board, navigate to the top menu and click on “My Jurisdiction.” From there, anyone listed on your jurisdiction’s contact board will be able to view and update your jurisdiction’s contacts. Jurisdictions are responsible for maintaining and updating their own contact boards.
How To Use
To get started, current CSTE HIV-STI-OOJ Contact Board users can log in, then navigate to the top menu and choose the relevant tab according to their needs:
- My Jurisdiction: Current users can view and update their own jurisdiction’s contact board.
- Contact Board: Current users can view, filter, and download contact information by jurisdiction and activity.
- Settings: Current users can update password.
- FAQ: Contains answers to frequently asked questions.
- Help: For technical assistance, submit a help ticket.
General Info
Developed by CSTE as a resource for STLT jurisdictions, the CSTE HIV-STI-OOJ Contact Board facilitates information sharing for HIV and STI programs in health departments. Following the launch, the content will be maintained by STLT jurisdictions.
Each individual on the contact board is listed on their jurisdiction’s board, with unique login credentials assigned based on their email address. Individuals can have multiple roles within HIV and/or STI programs at STLT health departments. If a user conducts OOJ activities, their roles and responsibilities can be detailed in the contact board (in the “Jurisdiction OOJ Activities” table under “My Jurisdiction”).
